The editors.
We read everything that arrives, and we read it properly.
Between us we read across literature, history, philosophy, classics, and politics, and we quarrel, as readers should, over what deserves to last. On the standard we do not quarrel: an argument that holds under weight, prose that earns each sentence of its reader's attention, and work that adds to the record rather than rehearsing it.
If we publish you, it is because the piece bore that scrutiny. If we do not, the verdict falls on the piece and not on you. Send us the work you actually want to write, not the work you think a review wants to read.
